Elsevier reverses its decision re HINARI

Thanks to HIFA 2015 it has become clear that publishers are entitled to and do “exclude” certain journals from HINARI in some countries (reasons difficult to fathom). Which journals are excluded from which countries remains obscure.

The good news is that after much adverse criticism on HIFA 2015, Elsevier journals have been de-excluded and so should once more become available to those countries that lost access to them through HINARI.

Good evidence that social software can have a beneficial impact.
